IMO, the only stimulus package that will work is one that allows all the government agencies to increase there budgets to spend. Lowering cap gains just increases the desire to sell. Lowering corporate tax is not the issue at this time, and putting money in the pockets of individuals will just allow them to spend there already debt-laden selves more.

I think this an evolutionary time for the government to update all departments, and move themselves to a paperless government. This will include heavy bidding for technology, that will lower tech surpluses, and get these companies back to manageable inventory level.
Also I believe the government should start bidding for start and completion to the next level of wireless spectrum so that the DoD can upgrade to this higher level of security and technology. This will leave the 3G spectrum wide open for emerging technologies that have been stopped, to start again. This rush to the 3G and 4G spectrum will re-create the tech revolution all over again.

The money the Government will spend will pale in comparison to the amount of money saved going paperless, and auctioning off the remaining 3G spectrum will more than offset the task of DoD upgrading to 4G spectrum.

I think all other plans will just create a short term bubble. We need technology to lead our economy back to long term health. Our dependence on this sector has created this problem, and will solve it.
