Because They are the best educated and most advanced Mafia ever and even the FBI is baffled by their level of sophistication. They developed in Russia under a system where the Government had all the stuff worth stealing. They became experts at paper work and the higher positions went to professors and trained accountants with degrees from the best collages. ------------ All the port security now in place won't do a thing to stop a major terrorist attack.. it will just make the attack more dramatic. Technology being use to track cargoes will be used by and aid the terrorist as much or more than it can protect us. Like in any major war there will no getting around using ground troops, nothing but full inspection of all containers "before they are loaded on the ships" can offer any real protection. The false sence of secruity produced by Coast Guard Cutters running around will just aid the terrorist by giving them time to set up a delivery system. Jim
