If you mean the "apartheid" government of the Nationalist party, the answer is they couldn't take any more action than they already had. As you probably know SA at that time was not a democracy and, for that reason, and had to face internal revolution, war on its borders and international sanctions.

I think you are being unkind to call the whole of SA a "basket case". We have gone through a racial and class revolution, have to face a weak economy, massive unemployment, considerable emigration of trained and skilled people especially whites, the highest incidence of HIV/AIDS in the world and a government which acquired its "know how" either in prison or in some or other socialist university.

So, taking it all into account, I don't think we are doing too badly. In fact, I would say the standard of living of the "haves" is still as good as anywhere in the world.

Sure, the US has to protect its citizens' integrity, that goes without saying. But the debate is about how it does it. Making war and killing innocent people may not be the best way to go about it. As much as anything, this "war" is about moral and spiritual integrity and respect, both within and outside the US, and IMO that should be the prime consideration, rather than to merely inflict punishment on the "baddies", if you can find them.
