that's right, because until now we have not been serious with them. Even if we make the effort to find them, we put them on trial at the world court, and they end up in prison in better living conditions than they've had before.....

That's true. A terrorist is not a terrorist until they commit terror, and up til then, they don't do much that is illegal. Conspriacy to commit these acts can be prosecuted but it's tough and tedious to prove, and takes a long time.

Things like taking flight lessons is not illegal. So other than better prevention, I don't have an answer for ya.
