Oh yeah CDs are offshore short selling also. They sell prior to getting the stock ... No own No sell ... if they do not have the cert to heck with them. Shorting to work a stock price down to have more stock to sell is manipulation.

No Own No sell. Pre selling expected stock to come is not owning ... thus they should not be able to sell.
