You misunderstood. 30% is the necessary margin to write options (calls and puts) on Australian stocks. I can't short US stocks from here with my broker or lender, only using my US broker Datek.

For Aussie stocks the margin for shorting is small. About 20% (5 cash withdrawal from my margin loan and must keep a 15% margin in borrowable funds - but not actually charged interest on it) + the cash from the short sale which doesn't earn interest for small deposits. But only 50 stocks are on the shortable list. There are around 300 on the margin list I can use.
