What I said was "where our monied interests have a stake, we can and should do better."

I did not mean to suggest that throwing aid - which is often military aid, or aid that is filtered through the hands of profiteers - was the solution.

When I say 'doing better' I refer to aid that is proven effective, and holding the feet of other governments to the fire of reform. I don't even believe the $$ should all come from our government.

In the example at hand, US oil interests profit and an example of a better way would be if those corporations required the Saudi monarchy to direct more of their profits to social and physical infrastructure improvements that alleviate conditions for their poorest.

Ultimately, it comes down to what a country should do about its dispossessed. Provide sufficient opportunity to rise from the slums or kill them and get it over with? Because if the first option is not done, inevitably, the second option becomes the conclusion.
