UF--Until Sept. 11, terrorism in this administration had a much lower priority than the antimissile defense system, and in fact, the administration may end up spending a lot more on the latter, without being able to cure either the problems of terrorism or an attack from outer space, no matter how remote that may be.

Terrorism can thrive because of the casual attitude of people themselves. Without abridging our liberties or privacy, we all could do a lot more to make terrorism more difficult. Think of how relatively unprotected our cars, homes, and offices are, and how easy, even with low level technology, it would be to improve security.

Living in a very high density area of Washington, DC some twenty years ago taught me the rudiments of security--window locks, automatic garage door, alarm systems, etc. I find it simply amazing that most people don't even bother about the most rudimentary forms of security. No need to blame the President, when, as Pogo would say, "The enemy is us."
