i believe the same problem would exist, which is the law doesn't get enforced. doesn't matter what kind of laws you have if they aren't enforced.

no it's not.

the problem is not every american has the education or mental capacity to be a computer programmer. just about any american has the mental capacity to pick broccoli. so the comparison is not valid.
