Actually Sen. Townsend did think of it during the 60's, since it was cheaper to use a reverse tax (welfare refund) than creating the bureaucracy to hand out welfare checks. Now with Welfare reform, and economic stimulus this could be the way to keep consumers consuming, but only for consumer goods appealing to the wlefare crowd. Of course I acknowledge there is corporate welfare too, but hey, giving General Dynamics a couple hundred million to blow up every cave in Afghanistan, will at least prevent those terrorists from being in a position to lauch World War 3. I think the close we look at the insanity, psychotic nature of these attacks, we will realize they were trying to provoke world war 3, WW3, not just US versus Islamic OPEC but US versus Russia too. I am wondering if the KURSK had sabotage behind its sinking, imagine nuclear fallout if it was a failed sabotage, perhaps, to try and get the US and Russia fighting. I think we need to go back to WW2 mentality and ally ourselves with Russia and clean house in all these terrorist harbors. I feel in the end, Communist China will prove to be behind much of this.
Take a look at this map, and think: Afghanistan the road for China to Iran's oil. (The Armageddon Highway to Hell), once the mountain passes are captured by the evil doers.
