What??? Its a marginable security go borrow someone else's stock without their permission from a broker and legally short sell it. I could care less.

But if the offshore is going to sell it and not have to borrow, nor have to disclose it, nor show up as a short sell, is naked shorting and free riding thus illegal.

CLose the borders and stop the stealing.
