Carolyn: In general, the settlements are generally the work of young, hardened, extremists who otherwise might not be able to afford property. They have resisted government initiatives to pull out and politically, the govt has few options but to tolerate them.

I think.

I recall reading that a few years ago, so I can't verify that.
