Why not just stop right there with that question?

Maybe the retail investor and mutual fund investors(as opposed to the speculators. Short selling is speculation, not investing) should send a message.

Message being: I will no longer "invest" in the US Stock Market unless I have full control over the decision to loan or not loan my shares to speculators who wish to trade against my best interests.
