No change imo for Nasdaq, but for listed you would not need a plus tick to get short. Say stock is 99.5 at 99.65 and it trades at 99.5 taking out that bid, goes to 99.4 at 99.5. I guess you could offer it at 99.41 and get filled there without it having to trade at 99.4 first. Your short fill would be a downtick.
