It seems counter intuitive, but makes sense. Confidence and respect for government grew greatly under "anti-government" Ronald Reagan and declined greatly under the Clinton regime. When Californians needed an adult governor, they elected Reagan, who restored the state and later the nation. But here's the crazy part - Californians next elected the flake governor - Jerry Brown - who appointed his chauffeur chief justice of the CA Supreme CT. That and other incompetence led to 16 years of GOP rule in CA. 16 years is a long time and people forget so forgetful Californians elected Jerry Brown's chief of staff as guv. Guv Davis has devastated the CA economy with his political response to rising energy costs - and once again Californians are looking to fire an incompetent Dem and replace him with an adult Republican, Riordan, who rebuilt LA after Dem Bradley effectively destroyed it. Riordan is favored to beat Davis if Riordan runs. Americans - some - thought with the Cold War won and the economy restored by Reagan - that made it safe for an incompetent and corrupt Dem like Clinton to take over. Again, that was a huge mistake, although - to their everlasting credit - the majority always voted against Clinton. (It is increasingly clear now that Clinton will be regarded as a corrupt Harding, an impeached, disbarred and disgraced figure and certainly as the worst man who ever disgraced the presidency). We see the pattern again in NYC. There's Giuliani, a Republican - and the grestest NYC mayor in modern history -who restored a NYC ruined by Dems who cannot govern because they rule at the behest of the special interests. Soon the voters will probably install another tired old Dem, who will proceed to undo what Giuliani restored.
