I do not confuse intelligence and cunning. One can have both, and Arafat is not stupid. He made mistakes, but most did.. He doesn't know the future, either. He hopes, and definitely doesn't care counting his people dying, unless the Israelis can be, even partially, blamed for it, and then we get the first name, last name age, etc. It's new, never been done before. But you do know why...
Which leader in that area ever cared for the people he send to certain death ?
Let's be practical. Arafat missed taking over Jordan in the early seventies. He misses taking over Lebanon in the early eighties. Now the game is done. He can only have what's left : Palestine, add or take some square miles.
He and his people will not take over Israel in the next generation or so, unless heavy WMD... but even then.
And he is soon going to die. Might be that he'd rather die before taking a decision that's going to stick to his name for the next thousands of years, like not having Jerusalem for a capital. ( Both his arms will shrivel.)
