Not sure what you mean by Citrix being a substitute for Windows. The MetaFrame products rely on Windows for their very existence to a great degree. MetaFrame is not an operating system.

Even the version of MetaFrame that runs on Solaris exists mainly to allow users to run Windows applications remotely.
