Show me where it tells me how to make it run at full speed on batteries.

I'll give you a clue - it's not there.

Furthermore, this manual clearly states that the microprocessor speed may be reduced at any time if thermally necessary. See docs.us.dell.com : HyperCoolâ„¢ automatic thermal management system that uses variable-speed fans, microprocessor speed changes, and Intel® Remote Heat Exchanger technology to keep the computer running at the optimum temperature.

So the DELL Latitude C800 NEVER runs at it's rated speed on batteries.
