Under Reagan, when the soviets pulled out of Afghanistan, so did the U.S., leaving only hoodlums and maniacs to run a bombed out country. After the Gulf War was won, Bush Sr. paid little heed to what was left of Saddam and his army, only to let him grow and prosper while his nation starves.
