Private higher education institutions are not for profit. The links you gave did not say what you implied, and, in any event, seemed to suggest that most charter schools work pretty well. If a Christian group tries to defraud the system, then it should be investigated and shut down. What you have shown is that it is not permitted to run the schools.........This is from your second link:

Since 1995, about 27,000 of the state's 4 million public school students attended charter schools. Texas has approved 176 charter schools, 163 of which will be open by this fall.

The state has closed or revoked charters for a handful of charter schools for a variety of financial or staff troubles. Another 12 charters have been returned to the Texas Education Agency for similar reasons.
