I'm sure it has flaws but here's the deal.
You are a customer of hawala. You go in to a physical location to make a transaction. This has phone lines, which are trackable, as to calls and end-point locations. Personal couriers, which are also used, are a different nut to crack.

The gov't has access to the location, and the phone lines. Some may use payphones and home phones, but there are few payphones, and fax signals are recognizable, and don't need to be decoded to know a cause-effect relationship.

Another aspect is that often US dollars are used, according to an Afghan fund-raising website. They are trackable by serial number, if you start a program of flooding the system with a range of known numbers, they will start to appear elsewhere. The same process is used to track down counterfeit dollars.
