I'm sure that up there in Washington all of the programs are put in place for exactly the reasons stated on the bills. Here in Texas the legislature passes laws with noble sounding names and expressly declare they have good intentions right in the preamble. The original sponsers and final results differ greatly from what appears above the governor's signature. A tour of charter schools in central Texas would typically show about 100 students in a building rented from a church, taught by teachers who are long time members of the church only a fraction of which have teaching credentials, and a curriculum while secular leaves a lot of gaps, gaps that are filled in on Sunday morning and Wednesday evening when the same 100 students get the rest of the education.
