This was the election under the Sandinistas that resulted in the presidency of Violetta Chamorra, who ran the main opposition paper in Managua. The Sandinistas had to have their feet held to the fire to have a fair election.

It is true that we favored Saddam in order to balance the immediate threat of Iran, but that is one of the hazards of having to deal with things as they arise. In South Africa, the policy of constructive engagement was meant to persuade the apartheid regime that the maintenance of the status quo was untenable, and to reassure them that the United States would help to support some security concerns. That was the stated aim of the diplomatic effort, and I believe that without such encouragement and without reassurances, the apartheid regime would have been more intractable.
