There is a wee bit larger startup problem beyond getting so many compatible client platforms out there ... what about all the servers and the clients that aren't new?

Did you not read the article?

The author felt that with-in one year Microsoft could have over 100 million PCs with their new proprietary protocol. The difference is, Microsoft won't be pushing this on business and consumer, they will be demanding it!

The government will demand it and Microsoft will be right there with the perfect solution.

This isn't a sure bet that Microsoft will take over the internet or if they are even thinking about this..but Microsoft probably has a much better chance at replacing TCP/IP than any other company on the planet. 30 billion in the bank doesn't hurt either..
