The surpluses are gone..with the 75 billion package we will be in deficit spending once again.

In times of war or recession you get deficits. We are atleast sortof at war and we are atleast near a recession. It could be said we are in both. If in a year or two deficits are continueing or growing then I might add my voice to yours on this, but for this year it no longer makes sense to aim for a surplus or even a balanced budget.

Giving it some thought I do agree with you on one more thing - I don't think we should have a $35bil economic stimulus package esp. if it is new spending rather then a tax cut.

I'm for tax cuts but I think they should be debated on their own merits not as as an emergency provision in response to the attack.
