What Ron said was that Clinton "was the first to launch an attack against a foreign nation that had not stepped out of its boundaries nor invaded another nation" -- a fairly objective standard. He did not speak in terms of whether the paramount purpose of the attack was national security. Under that standard, shooting a cruise missile aimed (poorly or not) at B.L. would seem to count -- much in the same way as the strike at Libya.
