Charles (and Mary): horsepower is a completely different measurement from Mhz. A more appropriate comparison would be revolutions per minute ( RPM ) and capacity ( cubic centimeters ).

Neither automotive analogy is good. The problem is that inside processors there are regions with different operating frequencies. Thus you cannot define a unique, unambiguous "MHz-rating" for the processor.

In an engine, RPM is completely unambiguous, as the whole engine (all pistons) run at that frequency.
