Very true, but all terrorist live somewhere, and through cooperation you get all friendly states to bite the bullet and root out terrorists within their borders. That takes time, but it can be done. Some states won't cooperate and you use different means against them--economic, financial, cultural, travel, and so on. Finally if none of that gets them onside you may use force, but the whole process is built around cooperation and tolerance FIRST. That does NOT mean cooperation with and tolerance of terrorists.
