Yes. The object is to break your enemies will to resist, or to deprive him of the means to continue hostilities. If your objectives are limited, you get him to the negotiating table. If not, you crush him (unconditional surrender). The means must be tailored to the ends. Johnson, for example, made it clear he would not invade North Vietnam; allowed the Ho Chin Minh trail to open up and be travelled with impunity; and let the war linger on while the homefront became politically disunited, thus encouraging the enemy to wait out the elections. No wonder it was a wash......
