Could very well be, but we won't know. The timing of the virus : first outbreaks in June, if the date is proven correct, works for both possibilities.

However : that weapon is the best the Taliban could think of using as it encompasses the following :

-One cannot know if they are responsible or not.( We'll se that often in the coming weeks).
-Its the most effective way for them to protect their border by a fearful and permanently present weapon that can hit all "invaders".
-It is a clear massage on how far they are ready to go.
