By seeing the casualty numbers, it is obvious that this virus is not developing fast, nor very deadly. However, how come there were no reports on it after 911 ? And, had it been used as a weapon, even for a single summer season, why should the Tals be using a more dangerous virus ? After all, if it is a psychological war tactic, they have no advantage beginning with a very lethal one, as it will point a finger toward them and their best strategy is to keep everyone in doubt.
