At least advance disclosure and negotiated fees for borrowing a shareholder's or brokerage customer's stock should be S.E.C. Rules and highly regulated BEFORE any stock can be shorted. We need to make not only our physical territory safe for Americans, but our markets need reform to make and keep them safe from ANY manipulators, terrorists or otherwise.
