OT -- Ministry of Emergency

There is a difference. The implication of a ministry is that the minister in charge will attend the weekly (or whatever) governmental meetings and is in direct contact with the president and other governmental heads. This is only justifiable when frequently there is something to say (i.e. there is always an important emergency that needs attention). FEMA in contrast does not attend government meetings unless there is a special case.
