(of course, that would require actually making the OS faster).

Only on the applications they select for the benchmark. I can see MS playing games with benchmarks just like Intel. Or if the benchmark didn't change MS could include optimizations in the OS for certain parts of the benchmark suites that might not make your overall computer experience any faster.
