Technology strangled itself. It was product of the expansion and overcapacity built on loose credit availability by the banks and the greed of the public. See my post to Softechie for further explanation. As for the FED, sure they threatened increases month after month, but they never did it. The main diagnosis for making rate cuts were signs of inflation and even though the economy was weakening, we never saw that, hence no rate cuts. I think the evidence finally came out that there was a whole different ballgame behing the faltering of the economy and it's not a problem that can easily be solved
