how about the notion that the same information technologies and business practices that allowed companies to shut things down very rapidly will allow them to notice and respond quickly to any upticks in demand?

That argument has led us to put a bit more money into the storage (redundant, distributed backups) and fiber optics (distributed office centers) sector but I can't see the argument for companies spending extra money on these items for a while. Looks to me like, at best, they stay even. I do agree, however, that over the longer term, say 2 to 3 years, that argument makes a great deal of sense.
