I would say that an idea that says Heaven on Earth can only be obtained through terror and violence and destruction is evil.

I wouldn't call a person an evil person if they are trying to do what they think is good and if the practical effects of their efforts are not very harmful.

So if a person pushes and evil idea like communism in a country that is opposed to communism and never does go communist, and they only push the idea because they think it is good and they want to help people then I wouldn't call them an evil person.
