Haven't Ballmer et al made the same claims of stability about other versions of Windows? Similarly for "less maintenance, more uptime, fewer crashes, less headaches." So what happened? And why make the comparisons against previous versions of Windows, except that doing so sets the bar suitably low?

Software providers won't be able to reduce their support matrix unless they abandon the other versions of Windows out there. Else, they're just adding another column to the matrix. Actually, what I've noticed is more of them adding a "Linux" column.

Once upon a time, mainframes had the momentum, and all the arguments about entry cost (learning, conversion of data, interoperability, etc) could be made against introducing PC's. Look what happened.
