Isreal is held in check by US. During the Gulf war, Israel refused to hold back. Despite US requests for patience, it was prepared to declare war on Iraq the first time it was 'scudded'. Only the refusal of US defense system to supply identification codes held it in check. In the absence of identification codes, Isreali planes would have been shot down by American troops. The policy enraged Isralis, but there was little they could do, then.
