That's not very many. And when you consider they are probably spread out all over the world, and no doubt some of them get "corrupted" by falling in love with women, and having families, and becoming human, I wouldn't be unduly alarmed. In the context of histories great slaughters and slaughterers I doubt Osama will make it in the top 100. Of course he might, especially if he has nuclear capability, but I would have though if he had it, he would have used it first-WHAT a media event that would have been. I can't imagine he could have resisted the temptation to use it if he had it and it worked. But we shall see.

Greta, a lot of those 11,000 fight with the Taliban or in other places like Chechnya. Some of them are dead or otherwise incapable of fighting. Only a small percentage are trained for terrorism and sent on terrorist ops. Of course if we killed or captured a number of the terrorists they would grab more from the 11,000 (or whatever the real number is) and task them with terrorism.
