Actually, over Bush's right shoulder were kites flying on the mall near the Washington Monument. Kids of all ages fly them there when the wind is right, as it was today. Over Bush's left shoulder were reflections from cars. It was a sunny day here in DC, and the glints in the antique windows corresponded to the traffic flow below.

It was not a good presentation as far as television production values, but I think we can agree that the message was the important thing.
