I still guess big cities.
Anonymity and concentrated populations.
A sporting event? A rock concert? Another truck bomb in the basement of a large building. Something like that. I think mom and apple pie land might make them too visible before they can carry out their mission.

Interesting guess. Maximum terror in the heartland and max damage to economy. However, from a strategic military POV, bombing people tends to harden resolve of the bombed. Absent nukes, of course.
