Almost any image manipulation program will do this including 'paint' which comes with WIndows. Just open the picture, do a save as, and select JPEG.

You can do even more than opening the image with a paint program or program similar to Adobe PhotoShop and saving it as JPEG. You can customize the image as to total size, cropping out unnecessary parts of the frame, and then create a JPEG image that is both detailed and contains only the essential parts of the photo. This procedure will give you an image that transmits and downloads quickly. You can do even more than that if you transmit it using a compression program like Stuffit.
