Arafat can declare ceasefires all he wants. But if he can't convince his security folks to actually arrest the perpetrators of these attacks, it's worthless.

After all, the attack against a bus full of civilians carried out last week was claimed by Fatah.. Arafat's primary backers...

The Palestinian police are really the military... and they have no interest in enforcing any ceasefire.

Personally, I think it's pretty evident that Arafat no longer is in control. The question is WHO IS in control??
