Considering the evident commitment to the use of military force, I am not sure that the "mixed language" is much of an issue. The fact is, there is an inevitable "law enforcement" component, within a militarized context, insofar as we have to deal with the cells dispersed throughout the NATO countries with ordinary law enforcement. That is not far different from how we deal with spies. Additionally, it is not unusual to personalize conflict, nor, after Nuremburg, to declare that one way or another we would bring the responsible parties to justice. This is not incompatible with a military initiative. Finally, in making our immediate case against the Taliban, playing to the Arab "peanut gallery" especially, we had to make it clear that the Taliban was sheltering bin Laden and his people, and therefore used the ultimatum of turning him over to clarify the issue and establish the legitimacy of taking them out.........
