In other words:

"We have accumulated these stocks and want to sell them to you on the next rally."

QCOM has acted horribly as it's mania peers that have already made their previous short term bottoms are rallying...CSCO, JNPR, etc. I would think that on any retest of market lows, QCOM will drop with a vengence to finally find a comfortable short term bottom.

Said another way, there is no reason to buy while still in a downtrend. See SUNW and EMC for reference.
