Almost by definition they are not yet retired. There may be some unusual cases as these are complex programs.

Mr. Bush also repeated his request for acceleration of the huge package of income tax reductions he won from Congress earlier this year. Yet these cuts overwhelmingly favor high-income Americans, who feel the pain of a recession least and whose spending is least influenced by tax cuts.
