In some ways yes that's true BUT the CIA was in over its head and it needed to hire mercenaries FROM THE ARAB WORLD (they could have even been tied into the Northern Alliance)....we needed locals who understood the territory, the culture, and Bin Laden's network...We should have had our elite Delta Force secretly train with these folks, provide VERY GENEROUS financial incentives and things might have turned out differently. Why didn't the CIA effectively partner with former leader of The Northern Alliance who was assassinated by Bin Ladens cronies 2 days before the September 11th attacks...?
