The IRA is certainly not tolerant about Northern Ireland's majority opinion that Northern Ireland should stay part of the UK. During Apartheid many of the minority white's where not tolerant of the desire of blacks not to be second class citizens...

I don't think the word "tolerance" has anything to do with the attitude of either the IRA or South African whites under apartheid.

If you look at where the concept of tolerance fits, such as in the Thesaurus index, you find in it elements of lenity, permission, forbearance, and laxity. All of those imply a power relationship where the party in power provides freedom. You cannot be lenient, etc. with someone who has power over you. Quite the contrary.

I responded to Michael's comment about X and tolerance in the context of an overwhelmingly Christian country--a situation where majority means power, although that power is mitigated by the law. Michael used the word, majority, so I used it, too, although in a follow-up post I refocused it towards empowerment. I'm sorry that the word majority got things a bit off track.
