The big event of the Carter years was the fall of the Shah of Iran. My understanding is that there was little intelligence warning on that, but not because of some massive ditching of spies. Rather, the CIA relied on SAVAK for intelligence out of Iran. Some kind of professional courtesy operation or something. SAVAK didn't see a problem there.

As for the OVER $300 Million in humanitarian aid to Afghanistan, that counts for something. Measured against the 1 million dead in the CIA run cold war proxy operation of the last 20 years or so there, how much it counts for is open to question.
